The CalCannabis Cultivation Licensing Division (CalCannabis) requests the establishment of a CEA A to serve as the Chief of its Compliance and Enforcement Branch. The CEA A will provide oversight and policy direction regarding the compliance and enforcement components of the Medicinal and Adult Use Cannabis Regulatory Safety Act (MAUCRSA) and CalCannabis’ regulations related to cannabis cultivation. The CEA A plans, organizes, and directs the activities of the Compliance and Enforcement Branch and will have full responsibility and independent decision-making authority for the development, implementation, and modification of all Branch activities. The CEA A will also function as a key policy advisor to the Division Director and Executive Office. The decisions made by the CEA A will support the overall mission and vision statements of CDFA. The CEA A, Chief, provides oversight for the Compliance Unit, responsible for ensuring Cannabis Cultivators are in compliance with commercial cannabis cultivation regulations; Enforcement Unit responsible for actively monitoring observance of commercial cannabis cultivation laws and regulations, and taking action in cases of non-compliance; California Cannabis Track and Trace System (CCTT) Unit, responsible for ensuring the state-mandated Cannabis Tracking system is in compliance with statutes and is responsive to program and industry …show more content…

As responsibilities are expanding in the highly sensitive area of legal cannabis the need for constant oversight and policy direction is required. The Incumbent will act as the primary contact and policy advisor on the state integration of Compliance and Enforcement of the growing Cannabis Industry; and will have an opportunity to shape policies, mandates, and interactions between the Division Director, CDFA, management, Secretariat, California agricultural industry, and other state government.
The CEA A position does not diminish the role of the CEA B, Division Director, the two roles are distinct in that the role of the CEA A will be to formulate and shape policies moving forward based on assessments of the current cannabis cultivation climate, which will likely evolve over time. Whereas the CEA B role was to develop the initial policies and regulations to implement the program.
