Challenges Facing Collection In The Intelligence Community

The challenges facing collection in the intelligence community are major factor effecting the whole cycle of intelligence operations and delaying the process of analyzing and dissemination of intelligence. All methods of collection HUMINT, SIGINT, GEOINT, MASINT, FININT, and OSINT are has its own challenges to collect and analyze. The key challenges can be categorize internal and external factors. The internal are stovepiping, training,and sharing information process between IC agencies. The external are the congress oversight, and the budget.

Internal challenges for HUMINT is the training, it will take 5-7 years of training for HUMINT collector to be fully capable to collect, although it will take years to learn and master language skills to collect in specific area of operation or targeted area. (Lowenthal, Mark and Robert M. Clark 2016).Also in CIA "Despite calls to vastly upgrade human intelligence efforts, the CIA’s clandestine Directorate of Operations continued to languish. In 1995 only twenty five trainees became clandestine officers.By the late 1990s, the Directorate of Operations had cut by nearly one-third the number of its personnel deployed overseas.Today the CIA still does not have enough qualified case officers to staff many of its stations around the world" (Amy B. Zegart 2005). Since the development of technology and social media, OSNIT expanded significantly, Facebook profiles, posting pictures with location and time

in the other hand the OSNIT has its done side too, the counterintelligence and foreign adversary can post
