On the onset, it might appear as though the federal bureaucracy and Congress are two completely separate entities, with no relation to each other. However, upon a further look into the situation, it is obvious that the two work closely together, Congress makes and passes the laws, and the federal bureaucracy institutes and enforces those laws into action. Even though these two separate entities have their own specific functions, Congress is truly in control over the federal bureaucracy. Among the several different methods of control Congress employees, there are two specific measures Congress takes that standout among the rest. Another measure Congress employees to check the federal bureaucracy is through the use of appropriations. This allows Congress to power to be able to get what they want. There are two different things Congress can do with appropriations in order to oversee the federal bureaucracy. First, Congress authorizes money to the federal bureaucracy, either permanently or for a fixed number of years. This usually comes at the onset of the creation of an agency. Congress can give them a specific amount of money for a specific amount of years. This allows Congress the power to control an agency. If the agency performs well in the eyes of Congress, and the end of the agency's set number of years, Congress can extend the life of the agency, allowing the same process to continue to go on. The same thing can happen if Congress does not like the agency and its' work, Congress can end the agency, never allowing another penny to go to them again.
