Direct initiative is a system where citizens can initiate, pass, and repeal laws without involving their governors or legislatures. Laws have been passed using this method in 24 states. In 2010, citizens used direct initiative to to legalize the use of marijuana for medical purposes. However, doctors who prescribe marijuana in these states are violating federal law. The Obama administration has not been enforcing the federal laws as much as the Bush administration enforced them. Direct initiative is a form of direct democracy. America is usually a representative democracy, meaning that the citizens elect certain people to represent their ideas in the government.
