Topic: Loitering and Petty Crime
The crime rate in Papua New Guinea (PNG) is considered among the highest in the world. In the capital city of PNG, Port Moresby, it is rated as 137 out of the 140 countries in the Economist Intelligence Unit’s livability index ( PNG Crime and Safety Report, 2015). It means that people living in that particular area cannot move around freely from one place to another. However, loitering and petty crimes are two contributing factors that lead to the increase in crime rate of PNG. Loitering refers to someone who lingers aimlessly in or about a place (Loitering, 2015) while petty crime refers to a minor legal offense such as theft (English Dictionary, 2015). Furthermore, there are some causes of the petty crime issue and the impacts that it has on the society and how people should avoid being the victim of petty crime. Some of the examples of petty crime are pickpocketing, creating disturbance and being drunk and disorderly (Natapoff, 2012).

It also scares the businesses and home owners away. The main people who are affected by the people who commit petty crimes are the poor people and the elderly. For example: when petty thieves stole a personal item such as money from a poor man, it takes a lot of hard work and struggle to earn that amount and sometimes, the poor person goes without food for a whole day. In the case of the elderly, for example, the thieves’ aim is to steal their wallet or credit cards, so when these things are stolen from them, it takes a lot of time and process to replace those stolen items.
