Executive Summary

Children are considered to be the assets of a state because the hope of the future generations and success lies in their hands. With this, the State is primarily responsible for various services in order the advance the welfare of a child (Child Welfare Information Gateway, 2012). Each State has its own legal and administrative structures and programs which primarily addresses the need of children and families. However, the need of protection among the children increases as there are about nearly 60, 000 children who are abused and neglected each week (ABC News, n.d.). Congress was able to enact several laws which made a significant impact on the State as to the protection accorded to a child and the welfare services the child must benefit from (Child Welfare Information Gateway, 2012). In the U.S. 397, 122 children are under the foster care system because they do not have permanent families (Children’s Bureau, 2013). The Safe and Interstate Placement of Foster Children Act of 2006 encourages states to improve protections for children, and to subsequently hold each state accountable for the safe and timely placement of children across state lines. A foster care gives a child the opportunity to live with a family other than his or her own. However, when a foster care is twisted, foster children become a social problem to the society. There are roughly 23, 396 youth aged out of the U.S. foster system without having enough emotional and financial support that is why they have failed to succeed in life. Furthermore, there are foster children who suffer from physical and sexual abuse (Fostering Perspectives, 2005). The children have no place to go when they come into the cares of the government or the courts that is why they are usually placed in institutions and group homes. However, there are certain hero individuals across the country who are willing to offer help to the children who need it the most. This is why the Safe and Timely Interstate Placement of Foster Children Act of 2006 has been enacted. Interstate placement of foster children requires extraordinary diligence in order to assure the child’s well being.
