Franklin and Theodore Roosevelt's presidency branched into two distinct eras: the Progressive era and the Great Depression. Many people assume that the way they have dealt with these negative effects in America is the main reason they are being compared. Both presidents personified reform and success, but Franklin Delano Roosevelt was the only president during his presidency. During that time, he embraced reform and success wholeheartedly.
Theodore Roosevelt tirelessly led Congress and the American people toward progressive reform and a strong foreign policy, bringing new excitement and vitality to the presidency. Through regular reforms and antitrust litigation, Theodore earned a reputation as a "trust his buster." Thomas Riggs himself writes, "Roosevelt was responsible for numerous reforms in commerce and food production and for the preservation of national parks." It contained and restricted interstate trade in counterfeit and adulterated food. Roosevelt used the protection of national parks to ensure the sustainability of the country's resources.

Roosevelt took office during the Great Depression and helped restore confidence to the American people. Franklin himself asserted in his inaugural address, "The only thing we have to fear is fear itself." He gave hope to the American people by promoting a domestic New Deal policy in response to a crisis in American history. In his book New Deal Thomas Riggs maintains that “The New Deal began immediately after Roosevelt's inauguration in 1933 and set out to relieve the suffering of the unemployed and impoverished, restore the economy to a healthy level, and reform the financial system in order to prevent future fiscal catastrophes.” His plan sought to control agricultural production, stabilize wages and prices, and create a large public works program for the
