The issue of gun ownership has been mentioned for many times. The greatest reason of it is that many people are worried about their safety, and carrying firearm is one of the most certain way to keep their safety. Korean National Police Agency (2016) stated that the three most common places which frequently occur violent crimes during 2011-2014 were street, Apartment, and detached house. This statistics implies that recently serious offences such as murder or robbery were arisen in ordinary spaces. People would concern about protecting their lives from various attacks, and some people might think that the gun ownership need to be allowed in Korea. The authorization of gun ownership would create new weapon market, and government would attempt to manage it in the aspect of social stability. For example, government don’t want that blind or ex-convict to buy weapons. But the people who are banned purchasing guns can get them by many unknown routes, and government would not check which gun will be used in future crimes. Lee (2016) reported that Mr. Sung, the assailant Opae mountain gunfight case, was a man who has been convicted seven times, and he suffered from paranoia. He used improvised firearms, but the government did not know whether the ex-convict possesses guns. This instance shows that Korean society, which not allow personal gun ownership, cannot control the weapon condition. If gun ownership be legalized, the firearms would got beyond control. Moreover, the legalization of gun market is more problematic. Dan (n.d.) explained that The ATF study on "Sources of Crime Guns in Southern California" (1994) suggested that according to a 1994 ATF study on "Sources of Crime Guns in Southern California," many straw purchases are conducted in an openly "suggestive" manner where two people walk into a gun store, one selects a firearm, and then the other uses identification for the purchase and pays for the gun (para. 2).
