The reporting party (RP) stated there were a list of issues and concerns regarding the level 4 home. A resident named Tammy Sanchez was observed by Regional Center counselor staff member Constance Sifton standing on a street corner on Mooney Blvd., in front of MOR Furniture store unsupervised. The counselor from the Regional Center pulled over and spoke with the resident. The resident disclosed that she had been on the street for an extended period which was indicated by the resident being drenched in sweat and appearing dehydrated and shaking. The resident was initially with a staff person named Isabelle and her boyfriend.

There are two types of halfway houses, in or out, halfway in refers to the last chance for an offender to correct criminal behavior before being incarcerated, and halfway out is typically parolees and prerelease offenders. In the early hours of March 2013, I remember waking up and praying for the nightmare to be over because I felt I had no way out of my current situation. My life had come to a point where I was no longer in control and heroin was controlling my every decision. A few short hours after that fictitious “fox hole” prayer, I found myself handcuffed in the back of an uncover officers vehicle on my way to Lackawanna County Prison. I had never felt so alone, but at the same time, I had never felt so relieved in my life. The biggest memory that I had was when I was sent to foster care. It started years ago when my dad decided to drink every single day and social services didn’t think that was something kids to be around so my sister and I had to stay with my grandma for a few months.
