Undoubtedly, the effectiveness of the Head Start program is inconclusive depending on whether the researcher is looking at the long or short-term effects of the children who participate in the program. Unquestionably, this paper will examine the various factors such as social factors, geographic location, teachers, etc. to see if meets the goals or the main objective that Head Start set forth to ensure participants are successful in life. This paper will examine what theoretical and ideological underpinnings the Head Start program was developed on, then describe the theory with the major components and arguments of the theory. (Ludwig and Miller, 2007, p. 2) In addition, the Office of Economic Opportunity (OEO) launched a program called Head Start to provide assistance in the poorest counties in the United States in the spring of 1965, which was part of the War on Poverty (Ludwig and Miller, 2007, p. 1). Additionally, Head Start provided a wide range of services such as preschool, health and social services, and meals for children age three and four. Furthermore, this was an attempt of the federal government when addressing the disparities in cognitive and non-cognitive skills that are seen by empirical research along race and class lines before the children start school. According to, Ludwig and Miller that conducted a study on Head Start’s effects on health and schooling, says “Head Start currently serves over 800,000 children each year at a cost of around $7 billion” (Ludwig and Miller, 2007, p. 1). However, the funding of Head Start comes from local service providers, which creates a challenge to encourage local schools and public health or welfare agencies to fund this program based on the long-term effects on children. Overall, the main objective to the Head Start program was to provide an early invention for children in poor neighborhoods to get on track with education, so the children can be successful and not conform to their peers who may be committing
