Insurance Plans are working only if you are currently working, and depending on what company you work for. Some small business offer an allowance which a work can opt not to take, and larger companies have different plans which a worker can choose from, depending on their circumstance.
Private and business insurance plans, give coverage and co-pay, a patient goes to the doctor, the generally means of payment are:
1. Total Out of pocket cost to the patient
2. Co-pay which is also an out pocket cost to the patient, reimbursement by insurance to physician
3. Deductible prior to the Insurance “kicking in” again an out of pocket to the patient
4. Insurance which may or may not cover the full expense of the doctors fee

Insurance companies should also be monitored, and pay penalties for lack of assistance in creditable claims or unwillingness to insure procedures which can save lives.
3. I also feel there should be a cohesive blend in the payment of Health Care System. If someone is unemployed and receiving an unemployment check, a percentage should be deducted for health care system not only by the Federal Government as we have in place now, but also mandatory by the state (at this time this varies from state to state). In the past, the health care system was young employees contribute by paying into Medicare and Social Security. Seniors, retirees and disabled are drawing from this system. Seniors have pensions and additional aid from the government, depending on their circumstances. With less employment for the younger generation and a larger senior generation the scale has now shifted.
4. I feel that those who are independently wealthy (estimate 2,000,000 + income) should not draw from the system even though they may be entitled to it, this may off set the shift. Some may feel that this would do be fair since they have contributed to Medicare and Social Security, but it can be presented as an option with the benefit of a write
