The significance of defending businesses from cyber-attacks has grown drastically over the last few years. Even if they are innovative new startups or centuries old multi-billion-dollar corporations they are prone to cyber-attacks. Even recently a ransonware called WannaCry targeted and got money from many major corporations in the worldwide. Also, many companies get attacked often and get much of their private user information leaked on the web that can cause the company many lawsuits, investigations, and negative publicity. This article examines latest business realities and regulatory trends determining the proactive cybersecurity industry. To provide a background for the paper, they begin by recounting the historical progression of the field and how it has been shaped by the relevant laws in the United States and other G8 nations around the world. Then they list the proactive cybersecurity practices of more than twenty companies, focusing on four case studies that they consider in the perspective of polycentric international security congregations. Finally, they evaluate the development of proactive cybersecurity norms, both within industry and international law, and study the effects of this movement on modern Internet governance discussions about the role of the public and private sectors in regulating cyberspace. Finally, they determine that proactive cybersecurity, particularly if practiced with better legal clarity and global cooperation, establishes an opportunity for polycentric partnerships to result in better protected IT assets (Craig, Shackelford, & Hiller,721-787). Designing and using management control systems can play a vital role in dealing with cybersecurity issues that have emerged along with the development of the Internet. Effective management control systems would decrease a company's probability of suffering major damages from cybersecurity breaches. Learning from and extending on the pre-existing agency-based capital budgeting research, this research validates the significance of the analysis of management accounting controls to issues developing in the cybersecurity field. The main result is that businesses can use an information security audit along with alterations to the compensation payments to the agent and the investment decision guidelines, to alleviate a Chief Information Security Officer’s innate empire building preferences.
