THESIS: Donna Norris pushed for a law to help find missing and exploited children; her argument was that this will be effective and efficient. With this type of program, the statistics and chances of children disappearing should be reduced.

A. Amber Hagerman case file and the difference her case has made for many children. It was not until Amber’s case that light was shed on the issues we face when a child is missing. Petitions were filed for the sake of any child that can end up as a victim of a kidnapping.

In April of 2003, President George W. Bush passed the Amber Alert law. After the law was enacted, an alert is issued state wide anytime a child under the age of eighteen is considered missing. The Amber Alert was created with the help of Donna Norris. Her daughter Amber Hagerman was a victim of kidnapping and homicide. Norris fought to have stricter laws that focus on local and state agencies working together and issuing alerts to help find the missing child. Some argue that not everyone pays attention to the alerts or that it can endanger the child’s life. On the other hand, some argue the alert is very effective, and that it can help bring the child to safety. Once the Amber Alert law was passed, communication was known as the key to finding missing children. All state, local, and federal agencies were forced to communicate more effectively and to spread the word as quickly as possible. This proved to be a key ingredient to finding missing children.
