Herzl’s success is also attributed to the establishment of the World Zionist Organization (WZO) and his ability to win the support of a major part of the Jewish people. Herzl worked to appeal to the Jewish masses, wealthy Jews and non-Jews through the convening of 6 congresses, his writings and travels. Before establishing the WZO, Herzl attempted to collect funds to create the World Zionist Organization. Herzl met with two very important philanthropists of his time named Baron Maurice de Hirsch and Baron Edmond de Rothschild who actually rejected his ideas and plans for the Jewish people. In 1897, approximately two hundred delegates from all over the world were gathered in Herzl’s assembly. The first Zionist Congress was the first time Jews from all over the world were brought together to discuss an issue. This significant event made Herzl’s idea to establish a Jewish state an international issue. The Congress heard speeches by Herzl and other individuals on various aspects of Jewish life. By the end of the first congress, it was voted to revive the ancient Jewish tax of the shekel and agreed upon the Basle Program ("Zionist Congress"). They concluded that Zionism seeks to establish a secure home for the Jews in Palestine. Most notably, the establishment of the World Zionist Organization was founded in the first Zionist congress. Herzl was elected to serve as President of the World Zionist Organization, a position in which he continued to serve until his passing.
