The level of technology depends on the extent, the project is using new or mature technology. Deepwater Horizon is considered as High Tech project because of many central technologies involved were new. Such technologies are called Pacing (Aaron J. Shenhar & Dov Dvir. (2007) as they had the potential to change basis of competition in the market and among competitors. From technology perspective, many complex systems were present in the drilling rig including cement testing and modeling software for testing the pressure in the drilling pipes. BOP (Blow out Preventer) inducted on the top of the well for the risk management purpose so that in case of emergency, the well could be cut off the drilling rig and hydrocarbons were unable to reach the rig. Every project which exists has a time deadline but as the project begins, variability in the duration of activities and disruptions to the resources began to occur which result in deviation to the schedule (Swartz Stephen M, R 12/2008). Deepwater Horizon is considered as Fast or Competitive paced project as it did not consider the time critical constraint because if it had it would have been a failure even before the first explosion took place on the rig as the project was already running late from its expected completion date. Though from market and budget perspective, any project is supposed to be completed as soon as possible but it could prolong according to the circumstances. Since, it was a fast paced project so that the product is acquired as soon as possible from economic point of view, this was the reason that project was considered as a success much earlier ignoring all the possible deviation which appeared during pressure
