10/29/2015 at approximately 1918 hours, this officer was dispatched to 207 Florida Avenue for a mother and daughter domestic. Both Denise and Shirley HAZLETT could be heard screaming while I was outside the home on the sidewalk. This altercation was occurring during Shenandoah Height's trick or treat event with numerous neighbors, parents and children walking around the home. I briefly spoke with several neighbors who were standing outside. They expressed thier concerns about Denise and Shirley HAZLETT. Neighbors stated Denise and Shirley HAZLETT are constantly screaming, fighting and breaking things nearly everyday causing a disturbance for the community. I suggested to both Denise and Shirley that they stop communicating with each other while Shirley packs her belongins. Before leaving Denise asked me who was outside waiting to help Shirley leave. She then said she does not want Shirley's friend Steve to come into the home because he is a drug user and drug dealer. I suggested to Denise she calls a friend or someone to come sit with her while her daughter packs. I again said I could not stop her daughter from inviting a friend of hers inside. I told Denise that if she wanted her daughter out of the home so quick then I would suggest she allows her daughter all the help she needs to get everything out as fast as possible. When I went outside I spoke with the male who I identified as Steven YENSER. I informd YENSER of the domestic that occurred with Denise and Shirley. I told YENSER I would not stop him from enetering as he has the right to do so if invited in, but did suggest he did not go in if he did not need to so that he was not accused of any crimes. It is to my knowledge that YENSER did not enter the home throughout the enitre night. He only helped move Shirley's items from off of the front porch, down the porch steps and into the truck and Subaru station wagon. YENSER related he was unsure what had happened with Denise. He said he and Shirley helped move her from all her previous issues and problems. That Denise had nothing but maybe one spare change of clothing.
