The number of population plays an important role in a society. It can be seen as one of the factors significantly causing changes in various areas. Population growth is often understood by many as witnessed in social issues like increasing rate of poverty, crimes, diseases, in market economy of alternating supply and demand, and in environmental problems like scarcity of resources and global warming. Some may not notice its impact in the transport system but it is already an alarming issue. The question not only lies to what can transport services do to resolve the problems, but to what extent can they serve given the continuous growth in population that may end up soon to an overpopulated city. There are even no recorded major airport upgrades that have been made in the structural until the year 2007 when the Department of Public Works and Highways (DPWH) spearheaded the renovation done in the Airport Building. Last 2013, another proposed project for the reorientation of the runway was again approved and expected to be completed by 2019. An internal change was also made in the system last March of 2014 when from 7 flight operation schedules per day, it decreased to 4 by April of 2014 caused by the sudden drop in tourism. (See Appendix B for the table of the Naga Airport’s Operation: A. Statistical Data of Year 2007 – 2014). Although the rate in tourism is not a major factor, it is foreseen that if the capacity of the airport building increases to 8 times its current capacity, it will cause growth in tourism afterwards. The increase in tourism from 2011 to 2014 causes insignificant reason for a reconstruction of the airport building and it was observed that delay on flights is the root cause of congestion in the area. These delays may be external factors to the airlines like delays initiated by weather and unpunctuality by the National Airspace System, but more or less, most delays are under the control of the airline itself. Based on the records of the Naga Airport, the worst scenario that caused congestion in the area was when 3 sets of flights were simultaneously waiting their airlifts in the departure
