Addiction Research and Treatment Services (ARTS) is the clinical program of the Division of Substance Dependence, Department of Psychiatry at the University of Colorado, School of Medicine (Arts treatment, 2012). ARTS was developed in 1972 by founder, Tom Brewster, in response to burgeoning prevalence rates of alcohol and drug abuse and addiction among the general adolescent and adult populations (Arts treatment, 2012). First, Kegan presents in his book, In Over Our Heads: The Mental Demands of Modern Life, the transformation of mind from the second to the third order occurs during twelve and twenty, meaning it would be normal for an adolescent to be unable to meet expectation the adult culture hold from them do to this cognitive development level (Kegan, 1994). Steinberg and Kegan argue that cognitive development an consistency is that adults, as a society have a lot of expectations towards adolescents making it difficult for adolescent to find a sense of belonging.
