Yes, it can be said that Europe at that time was in economical crisis and it was unstable from multiple points of view. People can also state that nationalism was a growing feeling among the nations, which isn’t that good of a thing when in excess. Due to nationalism, some countries started wanting their own independence while others were in search of a way to gain back the old lands that they had lost.
