From 1788 to 1859, the six colonies settled within Australia and consisted of male and female convicts with the majority working hard labor for free settlers and authorities around the nation. Prior to federation, the six colonies had established individual responsible government in the years of 1855 to 1890 (Australian Government, 2016). The foundation of the nationhood of the sovereign colonies were national defence and free trade in which became the two primary reasons of federation. For years, the colonies were susceptible to the issue of tariff policies. Victoria and New South Wales were particularly economically advantaged, housing two thirds of the population and manufacturers such as banks (Bailey, 2005). The levels consist of local councils, state and federal parliaments where each level conducts elections, creates laws for citizens, is responsible for providing public goods and services and punishes those who abuse these laws (Victorian Government, Unknown). The national/federal Parliament has the power to enact law and govern Australia and is divided into three arms of government; legislature, executive and judiciary. The legislature, otherwise known as the Parliament of Australia, is made up of democratically elected representative within Australia (Australian Government, 2016). The Parliament of the Commonwealth comprises two separate chambers; the House of Representatives (the lower house) and the Senate (the upper house). The House of Representatives encompasses 150 members, each representing a different electorate and the Senate in composed of 76 members where each state has 12 senators and the territories have 2 senators each. The Senate was established to ensure that the larger states could not use their majority in the House of Representatives to pass laws that disadvantaged the smaller states (Australian Government, 2016). The executive is the administrative arm of government and is formed by the party or coalition of parties with the support of a majority of members in the House of Representatives. A government minister is a member of the legislature in which has been chosen to work in part of the executive, generally with responsibility for matters on a specific topic, known as a portfolio (Australian Government, 2016) The main roles of the executive is to make important national decisions, introduce bills and implement law.
