On 07/15/2017, members of the Little Rock Police Department Downtown Division arrested Zachary Hicks, W/M, DOB: 10/07/1986, at 6100 Mitchell Drive, Little Rock, Arkansas. Mr. Hicks was charged with Possession of Methamphetamine, Possession of Drug Paraphernalia and Loitering. Mr. Hicks was transported to the Pulaski County Regional Detention Facility and held in lieu of bond. Mr. Hicks was assigned Street Narcotics Suspect #2017-SN-459, in reference to this incident.
PPD Dispatch advised a male Black, approximately 35 years of age was seen running into the flow of traffic and yelling at passing vehicles. On 12/7/16, at 1008 hours, I, Officer Humphries #335, was met in the lobby of the Bladensburg Police Department by a citizen who wanted to file a stolen cellular telephone report. Upon interviewing Mr. Angela Roscoe, reporting person who stated that on 12/7/16, Mr. Benjamin Allen stolen his cellular telephone an Apple, IPhone 6 white in color with a black case. Mr. Roscoe stated that Mr. Allen, is his boyfriend, and he also through food all throughout the residence doing an argument the estimated cost of the IPhone 6 $300.00. Mr. Roscoe was issued a case number in reference to the incident.
S was a janitor at Hae's school. He is an alcoholic and was charged of indecent exposure. He got that charge by running naked in a residential neighborhood in May of 1994. Two years later he was spotted wearing a hoody, white sneakers, sunglasses and nothing else. The police had received many calls regarding Mr. S for three years.

On October 3, 1974, at around 10:45 pm, Elton Hymon and Leslie Wright of the Memphis Police Department were responding to a “prowler on the inside” call. On 04/19/2018 at approximately 20:04 hours I, Deputy Keith Lloyd, along with Deputy Fred Corley were dispatched to 1299 E 119th Street, Mulvane, Sumner County Kansas for an unknown disturbance. The call was transferred from Mulvane PD who advised they could only hear that a male and his son were arguing. At approximately 20:34 hours Deputies arrived at 1299 E 119th Street. Upon arrival I made contact with a white male who was I recognized as Jarid Miles Branine from previous encounters. I asked Jarid what was going on and he stated he and his father got into an argument and his mother called the cops fearing the two were going to get into a fight.
I located the KPD Rape Case 15-27355 which identified a subject named Ricardo Oropeza-Quiroz (DOB 12-30-1993) as being contacted with Hicks. It was also determined that Oropeza-Quiroz was an involved party in KPD Hit and Run Case 15-22411. In the Rape case, Hicks and Oropeza-Quiroz were people of interest. That case is still under investigation.
On 05-22-17 at approximately 1906 hours, I was dispatched to Del Mar Boulevard and Edmondson Alley regarding a possible suicidal individual. Witness #2 Jaime Sanchez Huerta advised dispatch that Suspect Juan Hernandez-Trinidad was talking about killing himself, NFD. Huerta was reportedly following Hernandez eastbound on Del Mar Boulevard to Arroyo Parkway. Upon my arrival, I was flagged down by Huerta who was standing with Hernandez on the north sidewalk of Del Mar Boulevard east of Arroyo Parkway. I
At approx 1:15 pm ON 8-29-16, I was sitting at my desk in my office with the door closed. I heard the raised voice of someone I didn 't recognize yelling repeatedly, "get your hands off me" and similar variations of the demand. I did not hear any other voices. I then opened the door and left my office to find Ofc Jaques searching a male black subject who was now found to be the source of the yelling. Ofc Jaques could be heard sternly but calmly giving orders for the subject to comply with his orders in order to be searched prior to being held in the nearby cell.
I opened the door and bell chimed. Walking in I could see Adam with somebody in the back and waited for him to come up front. One minute Sam I need to see who’s here said Adam. Sure said Sam I’ll wait. Adam walked up front and when he saw me a big smile crossed his face.
For this assignment I observed student and faculty members in the second floor of the Johnson Center, located in George Mason University. It was a Thursday around 1:15pm.
