A ruler is not enough because he is also a person that is ruling other people who in state of nature are equal to him and thus there are chances of decisions that may profit the ruler but necessarily not the majority. Here comes the need of legislature that set some laws and values that no matter whoever is the ruler these set of rules should be followed and thus bring some certainty, regulation and justice in the society. Legislature helps ruler to govern and define set laws that applicable on everyone but there are still limitations like they are implemented on the common people and rulers have the power to edit and amend them through power and control. In current times this do not stand true as common wealth care about man’s property to an extend and do not assure the protection of property at any cost. Locke strongly believes that legislature should be part time, where he explains that though everyman comes under rule of legislature, but if a person questions legislature, does that mean that person is out of law of nature. The answer is no so Locke supports part time legislature over full time.
