For Kant world history is determined by a ‘cosmopolitan aim’ understood as the gradual realization of the perfect civil union of human kind. He believes human history final end as the establishment of a cosmopolitan order and we must hope for and work towards Cosmopolitanism if we want he humanity to attain perfection. Kant considers the question that whether human race is constantly progressing and he answers himself in affirmative. He states “Human race has always been in progress towards the better and will continue to be so henceforth” in his work The Strife for Faculties. It is because of the similar problems which existed between men forced them to have a definite constitution to govern, the commonwealths also face the same problems. Every state in relation with other state wants unrestricted freedom which generates friction between them. This results in war or a constant preparation of war. Because of the ill effects of these wars, there is huge destruction and the development of natural faculties of human is hindered. These force us to develop a counterbalance and give rise to cosmopolitical state of public security. The constant quarrelsomeness and antagonism among the societies and states is utilized by nature to help men discover the condition of quiet and security. Through devastation, destruction of resources and lawlessness, we begin to realize about the union of state. This joining of states establishes a balance of equality between the states and societies. In these union of states even the smallest of states expects its rights and securities not depending upon his own power, but from the united decision of the union and the will of its each member. Through war and internal revolutions, gradually old states break down and new states are formed with best civic constitutions along with the league of states with new relations between
