On Sunday, 02/25/2018, at approximately 1422 hours, SV1 Karen Kwan and SV2 and Guocheng Lu were involved in a mutual battery via shoulder contact. This occurred at the Kome restaurant. This occurred at Kome restaurant, located at 1901 Junipero Serra Boulevard. Neither party was injured. This case will be forwarded to the San Mateo County District Attorneys office for review. INVESTIGATION:
On Sunday, 02/25/2018, at approximately 1422 hours, Officer Haas and I were dispatched to the Kome restaurant, located 1901 Junipero Serra Boulevard, on the report of two females arguing in the restaurant. When we arrived I made contact with the manager, identified as Zhi Long. Long told me two of his customers were arguing about one of them taking a picture of the other. He pointed to a male and female, I later identified as SV2 Guocheng Lu and Yangling Yang via their California driver licenses. Yang appeared upset and told me a female, later identified as Karen Kwan via her California driver license, was taking photos of her family. She pointed to Kwan who was sitting at a table. Officer Haas remained with Lu and Yang to obtain a statement. (See Officer Haas ' supplemental report for details). I made contact with Kwan. She told me the following:

She stated on 02/25/2018, at approximately 1300 hours, she was at the Kome restaurant, located at 1901 Junipero Serra Boulevard. While in the line to the buffet, Yangling Yang was in front of her in the line and allowed Guocheng Lu to "cut in front of her". When she attempted to cut back in front of him, Lu "violently assaulted" her buy using his body to push her away. I asked her if she was injured and she told me she was not. I asked her if she was in any pain and she told me Lu caused pain to her right arm when he pushed her. She told me she wanted Lu arrested for assult.
