John Orr was California's most notorious case of prison arson. As a former fire captain, Orr had access to knowledge, materials, and the opportunity to do such acts without suspicion. His career in firefighting spanned decades, and he used this knowledge and experience to deliberately set fires across the state. This essay will discuss the life and career of John Orr, explore his heinous acts of arson, and testify to his ultimate capture. John Orr is an infamous arsonist who terrorized California in the late 1980s and early 1990s. According to R. Brogan’s 2009 book, Serial Crime, arson is one of the most difficult crimes to investigate and prosecute due to the often ambiguous and difficult-to-trace evidence it leaves behind. Orr took advantage of this, setting multiple fires around the state and operating undetected for several years. Orr was a fire captain in the Glendale Fire Department, and, throughout his career, he set hundreds of fires throughout California. His reign of terror lasted from the early 1980s to the early 1990s, and it caused millions of dollars’ worth of damage to homes and businesses. As a result of Orr’s actions, California firefighters had to adopt new tactics to detect and combat arson. Firefighters began to focus more on arson-specific training, such as recognizing patterns of arson, utilizing specific tools to investigate arson, and utilizing arson dogs to help detect accelerants. In addition, police and fire departments began to cooperate more closely to investigate arson crimes.
