On 03-21-2016, at approximately 9:25 am CSA Stewart observed Jalin D’Angelo Brown entering the search area with a grocery bag with a half of peanut butter and jelly sandwich with an unusual smell. Mr. Stewart asks Jalin Brown what was in the bag and Jalin replied, “It’s just a sandwich.” Upon a closer investigation of the sandwich, CSA Stewart realized that the sandwich was layered with an illegal substance. He took a closer look and noticed that it was “Marijuana called, “Loud,” which was over the interior of the bag. Jalin Brown was turned over to the Dean of Students (Mr. Barnes) and SRO Friday who also confirmed that the sandwich was layered with marijuana.

Your affiant transported CONTI to the police station where a series of psychophysical divided attention tests were performed; some of which he was unable to successfully complete. The tests were performed inside the Shenandoah Police station on a flat, dry surface due to the weather conditions and snow covered roadways. I explained my findings to CONTI and requested him to submit to a chemical test of blood. CONTI related he recently ingested marijuana and indicated it would appear on the blood test. CONTI agreed to submit to the blood test and was transported to the Schuylkill Medical Center South Hospital where the blood sample was drawn from his right arm at approximately 1519 hours.

On 05-22-17 at approximately 1906 hours, I was dispatched to Del Mar Boulevard and Edmondson Alley regarding a possible suicidal individual. Witness #2 Jaime Sanchez Huerta advised dispatch that Suspect Juan Hernandez-Trinidad was talking about killing himself, NFD. Huerta was reportedly following Hernandez eastbound on Del Mar Boulevard to Arroyo Parkway. Upon my arrival, I was flagged down by Huerta who was standing with Hernandez on the north sidewalk of Del Mar Boulevard east of Arroyo Parkway. I

The officers pulled to the side of the road and saw that Respondent had turned and started to walk away from the officers. The officers gained a reasonable suspicion that Respondent was carrying illegal drugs and proceeded to approach Respondent. One of the officers noticed a lump in Respondent’s left coat pocket and proceeded to frisk him.

The two times I observed, the lesson that was being taught at both times was reading. Children in the classroom used a lot of previous knowledge for the lesson.
