The worth paid for public goods are taxed. The government expects you to pay for them since prices in the market are not controlled. Therefore, individuals will only agree to pay for them if they have a say in how they are consumed, how high taxes should be and from whom they should be collected. This is the purpose for the saying “No taxation without representation” – individuals want their opinions denoted when the government charges for taxes and spends them on their behalf.
