I think overall it is the social norms that play a role. In some cultures, families etc would allow their children under supervision to drink at an age they believe is right, surely later on the teen whose now an adult would understand their limits. My father has done with my sister and myself which I would've typically declined taking a sip or a finishing up a bottle of beer while my sister did. Now when my sister and I are able to meet up with one another while visiting family she would able to be fine while drinking at a pub, while on the other had myself would become a bit intoxicated. Likely because my first iteration of achieving my Bachelors I did get out and partied, yet did not experience or built a tolerance to alcohol while at home
