The emissions laws are so messed up that even the way cars are tested has problems. Emissions tests are performed by attaching a hose of sorts to the tailpipe, putting a specified amount of fuel into the vehicle and drive the vehicle on a machine to find how much carbon monoxide and hydrocarbons are coming out of the tailpipe. The problem with this is that, while it helps lower the amount of harmful gases released per gallon of fuel, it takes more fuel to go a certain distance with an emissions ‘reducing’ system on the vehicle and that is not accounted for and only a few substances are tested for. As the article “ASM Smog Check Results” explains “Carbon Dioxide and Oxygen are measured too. Damian Carrington of The Guardian News and Media, says on emissions that “It has been revealed by new research showing a minimum of 38,000 people a year die early due to the failure of diesel vehicles to meet official limits in real driving conditions.” Meaning that people are dying because of the failure of our tests to be accurate partially due to not testing duing the regeneration cycles. The way to fix this is first to test during those cycles, and as Peter M Mcclintock of The New York Times says is to “Test Emissions Where Cars Pollute: On the Road.” which is exactly the title of his article. In it he says that “This technology already exists.
