The authors offered an extensive explanation of study design, methods, and study population, thus enabling other researchers to replicate study in different settings, if desired. The analyses of results or findings were clustered around the study’s two research questions. The first set of analyses showed two sets of capabilities activated during the exercise: 1) a set of core capabilities activated across all agencies in response to the exercise scenario (IED), and 2) a set of agency-specific capabilities, common among only certain types of agencies. Investigators supplemented the analyses with clear tables and figures.
