My Fellow Delegates it has become evident that the Articles of Confederation are not functioning for our country. Under this form of government we are too weak and have no power. Our ideals of creating a government where we do not have power to enforce laws, collect taxes, raise an army, or even regulate trade is not functioning. We cannot give our states this much power, we must have more power as a federal government. Seeing that we have a weak federal government, we have a lack of legitimacy and are unable to repay the money we borrowed to fight the Revolutionary War. A strong government must have more than one chamber to create perhaps, a separation of power. We will have unity between the states and will be able to lead as one powerful nation. We must have a government where we can enforce laws onto states. We must have power to control states. We must retain federal power. After the Revolutionary War we have created a weak form of government. As a country we have experienced being under a country’s rule where they gave us no rights but we cannot live in our own fear. We must create a new government where our citizens have the rights they deserve and we must have power as a federal government to make states pay taxes, to enforce federal laws and to create a federal bank. It is unbelievable that we, as a nation, are unable to raise tax money. We don’t have money to support our nation and must rely on the goodwill of the states. Because we do have a penniless government we are unable to have positive foreign affairs and create a military. If we were to fall under attack of the British what would we do? We would have to rely on the states. This is unacceptable. The state's care only for their own interests and if they do help us it would already be too late. We must have a a strong government and must be able to enforce laws specifically tax
