Knowing of the inmate’s crime, not expecting change from an inmate is justifiable. Yet, there are some that can break the stigma of prisoners not changing and are able to be transferred due to good behavior. Connecting back to the second mission statement, ADX Florence is an institution that is used to rehabilitate the current inmates to the point that they will not cause trouble when being transferred to lesser level institutions. According to the PREA Audit for the institution, “inmates who continue to demonstrate positive institutional adjustment for 12 months are referred for transfer to another facility.
