Ms. Carlene Martinez was promoted to a GAIN Services Worker position effective 09/16/2017. She was assigned to the Southwest Family CalWORKs District, Homeless Case Management Program as a Homeless Case Manager (HCM) under the supervision of the rater. As a HCM, Ms. Martinez for responsible for accessing the needs of the CalWORKs homeless and at-risk families in securing permanent/ or stable housing and facilitating access to services to meet their needs.
This can be achieved through policies such as rent control and the construction of new affordable housing units. Additionally, we can work with local landlords to encourage them to accept tenants who are receiving rental assistance. Another critical step is to provide homeless individuals with access to medical and mental health services. This can be achieved by partnering with local healthcare providers and offering free or low-cost healthcare services to homeless individuals. Mental health services are particularly important, as many homeless individuals suffer from mental health problems that prevent them from accessing housing and employment
Homeless youth are always dealing with poor nutrition, victimization, substance use, and abuse. Unfortunately the services provided are very limited and cannot help a huge chunk of the homeless youth. Homeless youth experience more substance abuse and drug addiction than non-homeless youth, this causes them to be mentally unstable and unable to be a functioning member of society. There are many temporary services provided such as shelters, drop-ins, meal programs, literacy improvements, and counselling programs; although these are available and there to help the youth, they are all flawed in their own ways. What the government does not take into consideration is the long term solutions to put youth in poverty to an end.
Effective Results in Continuum of Care Homeless Programs Introduction Homelessness is a chronic issue in the United States. Over the years, public, non-profit, and private organizations have provided resources in an attempt to combat and eradicate this social issue only to have been met with mixed results, until lately. Recently, organizations have begun to adjust their approaches to this issue and have developed a network of homeless care programs which have pooled their knowledge to collectively learn what does and does not work in fighting this problem. Programs that are successful in combating homelessness have learned that the underlying causes of homelessness, such as poverty, lack of affordable housing, substance abuse, and mental illness must be addressed concurrently or prior to tackling the homeless issue itself in order to achieve the desired results.
Importantly, it is evident that mental illness and addiction that can be attributed to substance abuse are common phenomena among the homeless populations. These prompt the study to recommend integrated and patient-centered treatment services with emphasis being given to addiction

Some people may think that homelessness is a trouble because they assume that the individual is lazy and just wants life to be handed to them. Further assumptions are made about drugs causing individuals to become homeless. While that sometimes happens, many times it is the other way around. Individuals who have become homeless feel helpless and give into the release from their reality that drugs can give them (Thompson, 2011). People that do not consider factors outside of the individual are overlooking the breakdown within many institutions including school and the family that could lead an individual to become homeless.
It is stated that thirty-eight percent of homeless people abuse alcohol and twenty-six percent abuse drug. Some drug addicts and alcoholics become addicts when they are homeless already. However, some become homeless because of being dependent on drugs and alcohol most of their lives. Since they are dependent on drugs and alcohol their family will give up trying to help them, leaving them homeless and without any way of getting help. There are over forty-seven thousand American veterans who are homeless and seventy percent of those veterans are suffering from some form of mental illness.
The homeless problem costs society millions of dollars, predominantly through medical bills. Society assumes homelessness is normally distributed. However, that is not the case. Homelessness follows a power-law distribution, meaning the problem is not concentrated in the middle but rather at one extreme. This distribution pattern is also evident in police violence allegations.
It has been estimated that 38% of the homeless population suffers from alcoholism and 26% abuse drugs (National Coalition for the Homeless, 2009). This compares to 15% and 8% in the general population (Substance Abuse and Mental Health Services Administration, 2006). Alcohol and drugs are used in the homeless community in order to be able to cope with their situations as well as utilized to sleep, especially when the weather is cold. The priorities of these individuals are on survival, finding adequate food or shelter for the night.

Disabled individuals, veterans and families are some of the demographic that is affected by homelessness. Physical ailments such as malnutrition, lack of hygiene, undiagnosed diseases and/or disorders can be detrimental. Mental disorders such as depression can develop due to the harsh circumstances of living on the streets. The lack of support, affordable housing and medical care that homeless individuals are receiving are prime examples of the need for compassionate and dedicated social workers to assist homeless individuals in regaining hope, purpose, and to evoke the strength within themselves. Living in shelters or public areas, homeless individuals are extremely resilience.
