Homelessness is not a new problem and for years the government has made efforts towards decreasing the rate of homelessness in America. During the 1980’s, the voices of the homeless were finally heard. In 1987, The McKinney Homeless Assistance Act of 1987 was created. This Act included funding for shelters, healthcare, and housing programs for homeless people (Kertesz, Crouch, Milby, Cusimano, & Schumacher, 2009).
