Once Rowntree had identified the causes of poverty and the main groups that poverty affected, the Liberal Reforms stepped in, the Prime Minister at the time was Lloyd George. He convinced the Government to have a more collectivist view on poverty and not just a laissez faire approach, which meant that the Government once believed that if people were in poverty it was their responsibility to get out of it and help themselves. Having a more collectivist approach towards this issue meant that the Government felt that they needed to play a bigger role when it came to helping those that could not help themselves (Classroom Notes, 2014).
