The worst fictional character I’ve ever read about was Dolores Umbridge in the Harry Potter series. She was first introduced to Harry as the new Defense Against the Dark Arts professor during Harry’s 5th year at Hogwarts School of Witchcraft and Wizardry. Dolores Umbridge was a Ministry of Magic official before she became a professor. Dolores was essentially a way for the Ministry to infiltrate Hogwarts, since the Ministry was in the process of being taken over by Voldemort and his followers, known as the Death Eaters. She is written as strict and favored the Ministry over the well being of the students and the school, which was to be expected because of her position.
