CHAPTER 1The Problems and its BackgroundIntroductionA special education teacher works with exceptional children and young people who have special needs because of physical or learning problems. Special education teachers may also work with exceptionally gifted pupils with special educational needs. These special children touch in distinguishing all levels of need and are accountable for creating a safe, stimulating and supportive learning environment for special need children.Some individual would choose to become special education teacher for several reasons. Today there are more than a hundred public and private schools offering educational services to special children through the Inclusive Education Program or Mainstreaming Program. These Institutions are scattered geographically in the 17 regions of the country. Therefore, employment of special education teachers is expected to increase faster than the average for all occupations through 2014 pupil enrollments are expected to grow slowly and additional positions for these workers will be created by continued increases in the number of special education pupils needing services, by legislation emphasizing training and employment for individuals with disabilities, and by educational reforms requiring higher standards for graduation. Through joint effort and in collaboration with various departments, effective implementation of integrated education and proper intervention program is required. This study therefore, was conceived to help special education teachers in handling special education class to the improvement of the whole special education program.In the face of the burgeoning problems, special education teachers encounter, this paper attempted to find out if the special education teachers are qualified and prepared in handling special education class. Their job is primarily teaching them life skills and basic literacy.
