Summary of "Cell Phones and Social Changes" by Charles Fisher Charles Fisher's "Cell Phones and Social Changes", essay stands to voice his opinion on how cell phones are negatively impacting our society. According to Fisher cell phones do have their place in society but over usage has become a major problem.
