The article “The Lessons of Civil Defense Federalism for the Homeland Security Era” by Patrick S. Roberts has a huge focus on civil defenders and how the Homeland Security has a role with them. The whole creation of the civil defense era was first established in the 1970s when World War II was happening. The civil defenders are mainly designed to help with safety procedures such as volunteering, working with both local and state organizations and having a role with both fire and flood safety to keep people safe from these emergencies. The first main point would be their focus on the World War II and the Cold War. It plays a huge important part on both of these wars because they were able to help throughout that rough time. The article the author was able to mention that “. . . the point of civil defense was to build awareness of the collective national effort to prepare for attack, and many Americans did volunteer,” (Roberts, 2014, p. 355). The civil defense was able to give American the involvement and preparation to volunteer for that war. Another main point would be with the public involvement of state and local implementation of a national program. Public involvement was very important because the civil defenders for both state and local were able to cooperate together with national programs. The third main point of the article is getting ready and prepared for natural disasters. Natural disasters are mainly flooding from storms, wild fires and hurricanes. There disasters are a problem because they cause a lot of distractions an even death to citizens. Without the usage of civil defender’s help then a lot of people’s lives would have been taken away from natural disasters. For the comparison between these two is that the way they began. For the civil defense era it all began during the 1970s when the World War II was happening in that time. For the creation of Homeland Security it was all established in the year of 2001 after the huge disaster of 9/11 occurred in New York City. Another comparison between both Civil Defense Era and Homeland Security on how they use federalism. For the civil defense era, they are shown to have a better use for federalism while homeland security was shown to be more of a failure because of “. . . a spawned complaints,” (Roberts, 2014, p. 355).
