According to Frieden (2014), “The greatest strength of public health is its singular focus on maximizing health” (p.22). But the state of one’s health is determined by complex interactions of an array of genetic, environmental, and lifestyle factors. This singular focus explains why Public Health covers issues extending from hospital and clinic care, gun violence, education and to bioterrorism. Thus, creating, implementing, and sustaining a successful Public Health program involve complex interplay of an array of elements, six of them highlighted in Frieden’s (2014) article . Technical packaging aims to provide most the effective intervention approach based on available resources, like current interventions and how they can be reformed to increase the synergistic effect. The third element managing performance is particularly challenging for the sustainability of public health program. Because many of Public health programs cannot provide short-term data on the effectiveness the intervention, their implementation is hindered and delayed. One of the reasons tobacco control took a long time to be taken seriously is because the scary result of cancer, is not something that would develop immediately, thus people did not sense the danger of smoking, and tobacco control policies were stalled. More people could have been protected from smoke-related risks had it not been for the short-term evidence mentality; and yet this mentality is evident today. The fourth and fifth elements, partnership and communication, are focused on convincing the public of the legitimacy of the intervention.
