After the girls were caught dancing, tons of people were accused of witchcraft which caused loads of drama. Therefore, Hale is to blame for all the deaths in Salem. Hale is clearly to blame for what is occurring as he is convicting people on no more than a pointed finger. When Hale first arrives, he has an overwhelming amount of power.
