In 1919, Congress passed the 18th Amendment which banned the sale and consumption of alcohol in America (Doc B). Prohibitionists overlooked the tenacious American tradition of strong drink and of weak control by the central government. Thus, there was tension between the modernists and the traditionalists. Although the amendment was passed, alcohol was still distributed illegally. Actually, prohibition spawned many crimes, such as illegal sale of alcohol and gang wars.
Prohibition created organized crime groups. It took substantial organization to bootleg the extents of the alcohol people wanted. Prohibition became a failed attempt at constituting morality. Organized crime deals a lot with influence and money. People of law enforcement and politics were bribed and blackmailed.
The country was trying to control America’s alcohol problems by law. The ban on alcohol worsened America’s alcohol problem, in fact, it did quite the opposite of its intention. All caused by prohibition, America had an increased crime rate, death rate, and to top it off, America was losing slathers of money.
Alcohol was immensely important to immigrants that came to the United States from Europe in the 1600’s. A few centuries later, specifically 1917, many Americans believed that alcohol consumption was a problem. An eighteenth amendment was assembled and passed by congress which banned production, transport, and marketing of alcohol. Even a drink consisting of over 1 percent alcohol was considered an alcoholic beverage. America was officially a “dry” country.
Everybody but bootleggers and criminals made money off of illegally selling alcohol. So instead of banning alcohol the government can make money by selling and taxing it. In document E it was stated “if the liquor now sold by bootleggers were legally sold, regulated and taxed the tax income would pay the interest on the entire local and national debt”. Since alcohol was desired so much and so wide spread it would make sense to sell it instead of making it illegal. And it's smart because the money the government gets back in taxes could have been used to pay off mortgages or help needy teens.
This ban helped improve the workers lives because they did not have to spend money they did not necessarily have on drinking. Additionally, this law improved women’s lives because they did not have to worry about drunk husbands who are not contributing to the family. Moreover, the prohibition lowered the crime rate and created a better family structure. Nevertheless, certain places sold alcohol secretly. For instance, in document F two chickens represents the Republican and Democratic parties, and both are fighting over the prohibition concept.
There are many different people in Canada, which means many different opinions, and many different lifestyles. When the laws passed are not viewed as being for the true benefit of Canadians, and are not accepted by the general populations, the laws fail to “regulate” behaviour and rather lead to disrespect for the law, disrespect for government, opportunities for illegal smuggling and profiteering, organized crime flourishing, and demoralizing of the public. One of these ways is the legalization of cannabis. Alcohol and cannabis act as substitutes. Although this has not been fully demonstrated, people are likely to use cannabis instead of alcohol. To the extent that the legality of cannabis causes less alcohol consumption, it is likely to make society safer due to the fact that alcohol leads to violence, causing weakness and many other dangerous behaviours that have been presented by criminals. Similarly, the reduction of crime is about weakening drug cartels, which at this time take their source of income away.
