INTRODUCTION

Situation Analysis In every state of learning, teachers stand as an important variable in learner’s achievement. The influence of teachers surpasses the limits of the classroom. Effective teachers tend to shape the students’ cognitive development as well as their lifelong pursuit for personal growth and development. The 1987 Philippine Constitution states that “the state shall establish, maintain and support a complete, adequate and integrated system of education relevant to the needs of the people and the society”. Such mandate gives justice to the basic rights of every Filipino child: the right to quality education and the right to quality life (Velasco, 2012). An article published in a website (http.www.unesco,org/education/blm) states that the scarcity of educational materials is a problem because of a shortage of copies of textbooks. Learners do not learn at the same pace. The poor quality and uneven development of instructional materials for different levels of learning increase the teachers’ difficulties in teaching (Shivey, 2013). To provide quality education to all learners is the most important mission of every educational institution. However, Barlongo (2015) states that with the multifarious problems facing the public schools, its delivery is hindered. Reality tells that even if public school teachers are qualified to teach, the lack of instructional materials, inadequate facilities and lack of training for professional growth
