In advising the Chief Justice, it is obvious that the voting districts should be redrawn for a multitude of reasons. As the system of drawing districts stands, it is highly vulnerable to corruption for the party in power, as they are the ones deciding the districts. Concurrently, those in power are incentivized to maintain their power through any means necessary; which, in a democracy, is obtaining the most votes. Because it is extremely difficult determining whether or not the drawing of a district is preferential to one party over another is, the risk to those in power is minimal while the potential payout is high. Thus, short of any moral reasoning to stop them, the likelihood of someone gaming the design of voting districts is high.
There are many proposed plans to run the government and decide the next president. Ideas including the District Plan, the Proportional Plan, the Direct Popular Election, the National Bonus Plan, and the National Popular Vote plan are in mind to fix the current system yet none have been decided. Currently, the president is decided by a method known as the Electoral College; however, this method has many disadvantages. This article provides some options for Electoral College reforming, and how they operate. One is direct voting from instant runoff voting, which is were voters would rank their candidates from favorite to least favorite instead of choosing just one candidate, then when the votes are counted, if no single candidate has a majority, the candidate with the lowest number of votes is eliminated, and then the process continues. So basically they would win the presidency by process of elimination, and this allows voters to pick their favorite candidate without giving a vote for their least favorite directly. The electoral college is a method in which representatives from states vote on a presidential candidate, not the state as a whole. This method has failed multiple times, as can be seen when the electoral college votes are compared to the popular vote. Instead of using the electoral college to pick the president, the United States should instead move to using the popular vote to pick the president. Using the popular vote would insure that who is picked for president is who the people wanted.

Next the people vote between democrat and republican parties. The problems with the electoral college voting system is that the electors do not listen to what the people want and they just make their own decisions, there is a chance of a tie in the electoral college, and also the people don't even get to vote on who the electors are. Proportional Representation by single transferable vote is the system used in Ireland to elect Dáil Éireann. I will be looking at how PR-STV is used within Ireland and the steps involved in the voting selection. I will also be looking at the positives and negatives of PR-STV within the Irish electoral system. PRSTV was first introduced in 1918 in a single local council within Sligo. The British government then introduced it into Ireland in 1920 (under British rule) and was then introduced into the Irish Free State constitution in 1922.
