The capacity of one individual to make a city-wide policy that can satiate a municipality’s needs as well as maintain harmony between citizens has been debated upon for decades. Looking at one of the earliest structures for municipal government which was seen in the United States until the 1930’s is the political machine structure, where one individual, or a “boss”, has complete power over a city. The boss would use intimidation tactics and patronage such as ethnic ties and grafting, which is an abuse of authority where the boss would grant abilities to people who would vote for them, to create politics. More recently, the political machine structure was seen with Kwame Kilpatrick who was the former mayor of Detroit. Kilpatrick was sentenced …show more content…

Community representation was created as a means to oppose city-wide policy making’s corruption as well as encourage participation within communities who were dissatisfied with how their mayor or figure-head was representing, or failing to represent them. The West End Biz in Winnipeg is an example of the importance of community representation because it was created to restore business and organizations in the west end of the city which was otherwise being overlooked by city council as grounds for development. The over-reliance on one person to make decisions for an entire city results in heavy corruption and poor city planning. Initiatives are quickly approved and put into action with a strong mayor who can make city-wide policies, but there is plenty of room for corruption within this system. With more representation from communities dispersed across the city, there are more compromises and discussions that ensue within municipal decisions, but the increased amount of feedback from communities with different interests can ensure that the perceived best option is being pursued. Furthermore, the proper education of how an individual’s municipal government is structured will increase the transparency and accountability of a government because citizens would be able to trace where the decisions are being made more accurately instead of merely blaming the figure-head of their community.
