Europe 's four hundred years old dominion of the globe came to an end because their empires would have shrunk to almost nothing due to the decolonization. This process started at the end of eighteen century and some countries in Europe such as France, Dutch and British were worried to lose the control over several nations in Asia, Africa and Latin America who for centuries carried them out. However, the ideological differences and the war to get more and more power triggered political inconveniences and political divisions. It was created in 1945 during Roosevelt to prevent another conflict after the Word War II. However, Harry Truman replaced Roosevelt in1945 and his interests were to use UN as an important instrument for the pursuit of American interest and reduce the power that Soviet Union could have in easterner counties of Europe. During the first years of the UN, the Cold War was taking place, for that reason, Truman wanted to reinforce American ideologies over the globe and modify global security. The US government passed some plans to UN to take over all colonies after the war and acquire them to military and naval bases for US . This new territories were to be supervised by the Security Council and would have full coverage of US, however, they need to report regularly information to the secretary-general . This system changed the European colonial system in general because European countries lost the administration and the security over several colonies. Moreover, US trough UN and the USSR fully supported the principle of the right of nations to self-determination . The US, China with the internationalization of Marxism and the Soviet struggled against colonialism in Asia, Africa and Latin America. Truman administration believed it had to demonstrate that capitalism had better tools for improving the lives of the world’s poor and underprivileged . That is why they implemented the Point Four Program with the UN in which implemented foreign aid as a way to spread democracy and peace. This plan was beyond any conceptions of global influence that the British or other European country had previously embraced. However, the United States took advantage of the program because it drafted the requirements that nations needed to follow in order to be beneficiaries. The program was implemented with the main UN’s agencies (FAO, ICAO, ILO, UNESCO, WHO) . But specific projects were developed according to the region, social, and economic conditions. However, it is important to point out that these agencies has double objective; develop social programs in developing countries, but also gather specific information for US agencies. For example, UNDP works very closely with the World Bank, which is always looking the way for future capital inflows from the bank or foreign multinationals and UNCTAD who has a close relationship with the IMF, World Bank and GATT.
