According to Whitehouse (n, d), the head of the Office of the U.S. Trade Representative (USTR) is the U.S president’s Cabinet member and a principal trade advisor, negotiator, and spokesperson on U.S trade issues. USTR with its U.S. Government Commercial Service are responsible for developing and coordinating U.S. international trade, direct investment policy, and overseeing trade negotiations with other countries. As part of the trade policy development USTR requests comments from public, small and large business from their business perspective on U.S. interests and negotiating priorities with the foreign countries keeping in mind a ways to expand small and large business exports.
