One more way that the United States' plan can be considered effective is that America is assisting allies fight ISIS. Assisting allies is another way to help remove soldiers from the ground. Calamur states the United States will deploy 250 troops to assist forces in Mosul, Iraq. These reasons show that America’s current plan helps keep American soldiers off the ground and destroy ISIS’ land and strongholds. On the other hand many argue the United States should attempt another tactic. One argument to change is United States’ air campaign has no way of differentiating civilians and terrorist. As of August of 2015, 459 civilians have been killed by air strikes (Ross). This death rate could be drastically lowered if soldiers were placed on the ground where they can make decisions to eliminate a threat or let a mother and her child live. Another reason America’s tactic should be changed is that ISIS still has a major influence over the world and they still are in control. For example since September 23, 2014 ISIS has inspired or contributed to over 90 terrorist attacks around the world such as the attacks in Paris and Brussels (Yournish, Watkins, and Giratikanon).
