The solutions of defining what is illiteracy using measurable data and educating the public raise ethical concerns on discrimination and human rights. The concerns have both positive and negative outcomes. However, the positive outcomes outweigh the negative outcomes. In addition, it is society's obligation to implement actions to reduce the social problem of illiteracy and other social problems regardless of risks like discrimination and human rights issues. Discrimination forms from a social bias attitude against individuals who are illiterate plus the collateral sanctions from being convicted felons. Utilitarian theory is a choice between two acts that can maximize utility for the greatest amount of happiness for the greatest number of people (Mossier, 2013). Utilitarian takes the right proportion of utilities to promote happiness and prevent pain (Mossier, 2013). People are not happy working in an environment where people cannot read or write because it sometimes requires more work. Utilities are the expressed quality of happiness or satisfaction one gets from something (Mossier, 2013). Happiness comes in many levels of preference (Mossier, 2013). McJunkin (2015) defines the word human beings in relations with one person’s obligation and duty to self and others in the article titled “Rank Among Equals” by writing, “as a source of responsibility, legal dignity is more than a mere passive value; it includes an affirmative obligation to maintain the elevated status to which one is called as a human being” (p. 861). Society has an obligation to design a system where the meaning to illiteracy is a standard universal law for all human beings that can be implemented with respect and fairness regardless of the situation. However, the objection to deontology is extreme intolerance based on the rigid stride and failure to capture the complexities of any big issue like pleasures of happiness and prevention of pain. A universal law will aid society's conformity to happiness and pain prevention by creating a sound foundation in human behavior. This foundation strengthens society by defining the obligation to gender equality that restores humanitarian acts. We all have a responsibility to self and other to learn to read and write. Therefore, why not encourage equality with literacy skills to aid social responsibility using the deontology
