On 04-09-2016 at 0315 hours I noticed a pickup stopped on Main Street about Mulberry Street with the passenger door open. The vehicle then turned onto Mulberry Street and pulled to the side of the road. I made contact with the occupants of the vehicle and was advised by dispatch Jenae Sisson had an active warrant for her arrest. Sisson was placed under arrest and placed into hand restraints which were properly fitting and double locked.
I had the female step out of the vehicle when she did I told her to get her bag as well, she said it was not her bag. At this time I removed the bag from the vehicle and sat it on the toolbox located on the bed of the vehicle. The female then went to speak with Officer Woodruff. I later took the bag to Officer Woodrufff while he was speaking with the female. At this time a computer check reveled that Green had several warrants.
I asked if anybody had been in her vehicle and she stated she gave a friend by the name of Michelle a ride and it had to be hers. I asked if anybody had taken her vehicle without her in it and she said her friend Michelle drove her vehicle without her in it. End of statement. Dayley was issued DCPD citation 600341 and was released back to the vehicle from the scene on a promise to appear.
On September 8, 2015, at approximately 12:52 PM I, Deputy Ragsdale, was contacted by Captain Tucker to call Michael Holcombe in reference to a theft. I then contacted Michael Holcombe on Wood County cell two. He told me that his daughter was renting a house at 116 Oak Street, Yantis, Texas from Margi Halfcox, suspect. Michael Holcombe told me that he let his daughter borrow his riding lawn mower. He then advised me that his daughter was moving out of that residence.
On 12/7/16, at 1008 hours, I, Officer Humphries #335, was met in the lobby of the Bladensburg Police Department by a citizen who wanted to file a stolen cellular telephone report. Upon interviewing Mr. Angela Roscoe, reporting person who stated that on 12/7/16, Mr. Benjamin Allen stolen his cellular telephone an Apple, IPhone 6 white in color with a black case. Mr. Roscoe stated that Mr. Allen, is his boyfriend, and he also through food all throughout the residence doing an argument the estimated cost of the IPhone 6 $300.00. Mr. Roscoe was issued a case number in reference to the incident.
On Friday, 11/17/17, at approximately 1044 hours, Officer Chittenden and I were wearing full police uniforms and I was driving a fully marked police vehicle when we were dispatched to the Daly City Police station regarding a possible elder abuse. The reporting party, identified as Suella Feggans, requested I contact her via phone call. She stated to San Mateo County Communications her brother-in-law, later identified as S1 Ricardo Sainz, hit her mother, later identified as Linda West, with a metal pipe and threw her down a flight of stairs for a phone call request by reporting party Suella Feggans, identified via RIMS database, regarding her mother, being hit with a metal pipe and being pushed down the stairs by her brother-in-law. While on patrol, I was checking Pleasant Hill Primitive Baptist Church on Needmore Road and observed a burgundy Tahoe sitting stationary, close to the woodline of the church. I exited my patrol car and approached the driver side of the Tahoe. I quickly recognized the driver as William Anthony Thomas, who has a felony warrant with our agency. Thomas was then detained until further investigation. Thomas name was ran through dispatch and they advised that he had a felony warrant for DUI-Felony.
Defendant was pick up nearby within a short period of time after the incident. Defendant is a black male, 33 years old, 5 feet, 8 inches tall, and was wearing shorts and carrying a red and blue striped shirt. The victim was driven to the location to see the defendant, who was standing with police officers, still shirtless, with his hands cuffed behind his back. I located the KPD Rape Case 15-27355 which identified a subject named Ricardo Oropeza-Quiroz (DOB 12-30-1993) as being contacted with Hicks. It was also determined that Oropeza-Quiroz was an involved party in KPD Hit and Run Case 15-22411. In the Rape case, Hicks and Oropeza-Quiroz were people of interest. That case is still under investigation.

On 02/08/2017, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1520 hours I was told to interview a woman who was to believed to have been sexually assaulted.
